FACULTY INFORMATION

Dean Aufderheide, Ph.D., Residency President

Dr. Aufderheide is a licensed psychologist with over twenty-five years of professional experience in management, consulting and oversight of behavior health care services in military, government, community and private setting systems. He is an expert on mental health issues in criminal justice system, has numerous professional publications, has consulted and trained international, has peer-reviewed national presentations, has  federal and state systems experience, and has extensive experience in contract management, legal consultation and expert witness testimony.

He has been the Statewide Director of Mental Health Services for the 3rd largest state prison system in the United States with oversight of mental health delivery system for 100,000 inmates since 2004. He serves on the State of Florida Board of Psychology, on the Florida Supreme Court’s Substance Abuse Mental Health Task Force, on the Editorial Board of the Journal of Correctional Health Care, as the Vice-Chairman of the American Correctional Association Mental Health Committee, and was the President of the International Association of Correctional & Forensic Psychology (2011-2012). The National Commission on Correctional Health Care has described him as among “..the most highly regarded  speakers and influential opinion-leaders in our industry” (website, 2009.)

Carolyn S. Holmes, Ph.D., Internship Training Director
Dr. Holmes is a licensed psychologist, with over twenty years of progressively responsible experience providing and managing behavioral/mental healthcare services in university settings, county and state government, and private settings across various levels of care. She has experience planning operations and initiating services to operate new inpatient mental health facilities and doctoral and post-doctoral level training programs. Her experience includes recruiting staff, monitoring and evaluating service provision, oversight of mental health service delivery systems, extensive patient care, treatment, evaluation and consultation, and the training and education of mental health and medical students and staff.

She trained at Texas A&M University where she earned her M.S. and Ph.D. in their American Psychological Association approved clinical program. Her predoctoral internship was at the University of Texas Health Sciences Center at Houston where she completed specialty tracks in a correctional setting and child and adolescent work. She remained at UT-Houston as Assistant Professor in the Dept. of Psychiatry and Behavioral Sciences and later had the opportunity to run the Behavioral Sciences program for the Univ. of Texas Medical Branch-Galveston Dept. of Family Practice. Her work has included the opening of several inpatient facilities for children, adolescents and adults. Her strong interest in training has led her to supervise the education of medical students, psychiatry and family practice residents as well as psychology students from practicum level to post-doctoral. She is now working for the Florida Department of Corrections as the Training Director of the Florida Department of Corrections American Psychological Association accredited Doctoral Internship Program in Professional Psychology and as the Training Director for the Postdoctoral Psychology Residency Program.

Peggy Watkins-Ferrell, Ph.D., Director of Mental Health Education
Dr. Watkins-Ferrell currently serves as the Assistant Director of Mental Health Services for the Florida Department of Corrections. She has spent the last 14 years working as a psychologist in ever increasingly responsible positions within the Florida Department of Corrections system. For 5 years she served as the Regional Mental Health Consultant for Region 2 and previously worked as a Senior Psychologist in both outpatient and inpatient settings. Prior to joining the Florida Department of Corrections, Dr. Watkins-Ferrell worked primarily in outpatient and residential settings with children, adolescents, and their families with a specialization in the treatment of sexual and physical abuse. Her professional interests include trauma-informed care, underserved populations, and ethics within a correctional setting.

Bruce Brooks, Ph.D., Faculty Supervisor 
Dr. Brooks currently serves as the psychologist directing outpatient mental services for Corizon Health Service, at Zephyrhills Correctional Institution. He received his doctorate at the University of Southern Mississippi. He spent the majority of his career working in public service at State Psychiatric Hospitals or Correctional Facilities in Alabama, Oklahoma, Louisiana and Florida. He opened the first prison inpatient treatment unit for Louisiana Department of Corrections. He has worked in every level of mental health for the Florida Department of Corrections, including five years as the Supervising Psychologist for the Correctional Mental Health Institution. He has supervised psychology interns for both the Florida Department of Corrections and the Florida Mental Health Institute.

Kathryn Cook, Psy.D., Faculty Supervisor,
Dr. Cook is a licensed psychologist currently serving as the Psychological Services Director at Florida Women's Reception Center in Ocala, Florida.  She completed her doctoral education at Nova Southeastern University in Fort Lauderdale, Florida, and completed both her doctoral internship and postdoctoral residency with the Florida Department of Corrections.  She has also trained in juvenile and Federal correctional facilities within Florida, completing psychological assessments and forensic evaluations, individual therapy, and group therapy.

Thomas Culbreath, Psy.D., Faculty Supervisor, Asst. Training Director
Dr.  Culbreath currently serves as the Psychological Services Director for Corizon Health Service, at Zephyrhills Correctional Institution and as the Assistant Training Director of the Florida Department of Corrections Doctoral Internship Program. He received his doctorate from the Florida School of Professional Psychology at Argosy/Tampa and was a member of the second class (‘08-‘09) of interns to complete the Florida Department of Corrections internship. After completing the internship he remained with the Florida Department of Corrections at Zephyrhills Correctional Institution where he completed his post-doc requirements and promoted up to his current leadership position.

Cindy Moreira-Harris, Psy.D., Faculty Supervisor
Dr. Moreira-Harris currently serves as the Psychology Services Director for Lowell Correctional Institution, one of the largest female complexes in the country. For the past 6 years she has also worked in the Florida Department of Corrections institutions as a Senior Psychologist in both outpatient and inpatient settings.  Prior experience includes working in the community in outpatient, inpatient, private practice and forensic settings with children, adolescents, adults and the geriatric population. Her professional interests include forensic psychology, psychopharmacology, and serious and chronic mental illness.

Adjunct Faculty

James Friedle, Ph.D., received his doctorate  in counseling psychology from Ball State University and completed an American Psychological Association accredited internship in the United States Air Force at Wilford Hall Medical Center. He is a licensed psychologist in the State of Florida who has worked in private, correctional and corporate settings during his career. Prior to coming to work in the Florida Department of Correction facilities in 2010, he served as the Director of Behavioral Health for Correctional Medical Services overseeing correctional health care services across the country. He is currently the statewide Mental Health Ombudsman tasked with advocating for quality mental health services throughout the Florida Department of Corrections system.

Harold Johnson, M.D., is a graduated of the University of South Florida Medical School and also completed his psychiatry fellowship at the University of South Florida. He works closely with the psychology interns on the inpatient mental health unit at Zephyrhills Correctional Institution.

Edward Kurz, M.D., earned his medical degree at the University of Maryland and completed residency at Johns Hopkins University in 2001. He is currently a psychiatrist with Corizon Healthcare working as an attending in the Zephyrhills Correctional institution’s inpatient Mental Health Unit.

Bonnie Migliosi, Psy.D., has over 29 years of health care experience including clinical service provision, clinical management, and administrative/supervisory responsibilities in both correctional and geriatric rehabilitation settings.  Dr. Migliosi has served as the Regional Mental Health Director for Florida’s Region III as was responsible for the clinical oversight of the delivery and clinical documentation of mental health services, mental health education, and professional development at the eight correctional institutions in Region III. Dr. Migliosi works collaboratively with regional administration and institutional service providers to insure quality mental health service provision and compliance with documentation standards. Additionally, she provides educational presentations for the doctoral psychology internship and postdoctoral residency programs.

Resource Faculty

Stephanie Crawford, Psy.D., is a licensed psychologist in the State of Florida who has worked in correctional settings for the past 15 years.  She completed her internship and residency in psychology within the Florida Department of Corrections and has a broad knowledge of the mental health systems within corrections.  She has served as a psychologist in inpatient and outpatient settings, as a Psychological Services Director, a Regional Contract Monitor and has recently been taped to take a position as the first psychologist to serve as an Assistant Warden of Mental Health within the Florida Department of Corrections. She is serving at Union Correctional Institution.

Daniel Delgado, M.D., is a licensed Senior Adult Psychiatrist in the State of Florida. He holds a Medical Degree with emphasis on rural and underserved populations and is a member of the National Health Service Corps. Over the past 6 years, Daniel has fulfilled his NHSC scholar service obligation and now serves as a statewide Psychiatric Consultant for the Florida Department of Corrections and a Senior Psychiatrist based at the Northwest Florida Reception Center. He was appointed to the Pharmacy and Therapeutics Committee in 2009 and is responsible for managing the mental health formulary system. He also serves in an advisory capacity to medical staff in all matters pertaining to the use of psychopharmacologic medications including drug exception requests.

Sara D’Marie, Psy.D. received her graduate degree in clinical psychology from Florida Institute of Technology in Melbourne, Florida, and completed her internship at Montana State University.  Following completion of her internship, she began her employment with the Florida Department of Corrections, beginning what has been so far a 19-year career with the FDC.  She has worked at Union Correctional Institution and Florida State Prison, receiving experience in all aspects of psychology within a correctional setting: General Population, Close Management, Crisis Stabilization, Transitional Care, Death Row, and Maximum Management.  She was Lead Psychologist at UCI for four years and Psychological Services Director at FSP for the past 18-months.  She is currently the Clinical Mental Health Monitor for Region 2 with the Florida Department of Corrections. 

Thomas J. Fagan, Ph.D. is a psychology professor and Director of the Division of Social and Behavioral Sciences at Nova Southeastern University. For 23 years he was a psychology practitioner and administrator with the Federal Bureau of Prisons where he was an active participant in developing correctional mental health programs, creating mental health policies and procedures, and training professional, paraprofessional, and correctional staff. Dr. Fagan was also the Bureau’s Chief hostage negotiator and coordinator of its crisis negotiation training program. Over the years, he has served as a consultant to numerous federal, state, and local law enforcement agencies in the areas of crisis negotiation, critical incident stress debriefing, and management of correctional mental health services and programs. He has published regularly in correctional and psychological journals, has authored several book chapters, and has published four books: Correctional Mental Health Handbook (an edited volume), Negotiating Correctional Incidents: A Practical Guide, Correction, Mental Health, and Social Policy: International Perspectives (an edited volume), and Correctional Mental Health: From Theory to Practice (an edited volume). Since 1997, Dr. Fagan has served as American Psychological Association’s representative on the Board of Directors of the National Commission on Correctional Health Care (NCCHC). He is a fellow in the American Psychological Association’s Divisions 12 and 18. His honors include: 1993 Recipient, Special Achievement Award, American Psychological Association, Division 18, Psychologists in Public Service and 2006 Recipient, Award for Distinguished Contributions to Practice in the Public Sector, American Psychological Association

Olugbenga (Olu) Ogunsanwo, M.D., currently heads up the Florida Department of Corrections Office of Health Services as Assistant Secretary. He has been in correctional medicine since 1992, initially at HM Prison Service (England and Wales), and presently at the Florida Department of Corrections as the Assistant Secretary of Health Services. He did his residency in obstetrics and gynecology in England and is a Fellow of the Royal College of Obstetricians and Gynecologists (FRCOG) and European Association of Gynecologists and Obstetricians (EAGO). He is a Certified Correctional Health Professional (CCHP) and an American Academy of HIV Specialist (AAHIVS). He also holds a Diploma in Addictive Behavior (St George's Medical School, University of London.)

Evelyn Ploumis-Devick, Operations & Management Consultant MGS, FDC
Dr. Ploumis-Devick currently serves as the Executive Director of Agency Planning and Partnerships for the Florida Department of Corrections. Her experience and expertise in the areas of leadership, programs, grants and resource development has influenced positive change in the public, non profit, educational, correctional and community sectors for more than 25 years. She has held senior leadership positions within legislative, governmental, community, higher education and public school settings and has consulted statewide and nationally. Dr. Ploumis-Devick began her service with the Department of Corrections in 1992 and currently serves as the Executive Director for Agency Planning and Partnerships for the Florida Department of Corrections. She received her Bachelor of Music Education, Masters of Science in Social Studies Education with emphasis in multicultural education, and the Ph.D., in Higher Education with minor emphasis in Adult Education from the Florida State University.

Don J. Stewart, Ph.D., Psychologist, Mental Health Clinical Contract Monitor, FDC
Dr. Stewart has served as Regional Mental Health Consultant for the FDC’s Region I. Current emphasis is evaluation, treatment, and training, in the area of Correctional Mental Health. Experience includes psychological and educational program evaluation, staff development and training, management consultation, forensic evaluation and court testimony for involuntary hospitalization (Florida Baker Act) hearings. Other experience includes design, development implementation, project management and evaluation of instructional and treatment programs. Expertise also includes the application of audio, video, and micro-computer technology for the delivery of therapy and instruction

Carolyn Stimel, Ph.D., is a psychologist with more than 25 years in independent practice in Tallahassee, Florida. She is board certified in forensic psychology by the American Board of Professional Psychology. She is Director of Professional Affairs for the Florida Psychological Association and is a past-president of that group. Her past experience includes jail and court consultation, audits of prison mental health care, and consultation to law enforcement agencies.
